CVESD Independent Citizens Oversight Committee
The purpose of the Chula Vista Elementary School District Independent Citizens Oversight Committee (CVESD ICOC) is to oversee the implementation of district general obligation bonds. Current Bond projects include Measure VV, a $150 million general obligation bond measure approved by the voters in November 2018, and Measure M, a $300 million general obligation bond measure approved by the voters in March 2020.
Pursuant to the requirements of Proposition 39, proceeds from the sale of bonds authorized by each of the foregoing general obligation bond measures will be used only for the construction, reconstruction, rehabilitation, or replacement of school facilities, including the furnishing and equipping of school facilities or the acquisition or lease of real property for school facilities. Proceeds of the bonds are deposited into a General Obligation Bond Building Fund to be held by the San Diego County Treasurer. No bond funds will be used for administrator or teacher salaries or other school operating expenses.
The duties of the CVESD ICOC members include ensuring that bond money is spent in compliance with the requirements of Proposition 39, which involves inspecting school facilities, reviewing expenditures, and the district's efforts to maximize bond revenues by implementing cost-saving measures, ensuring no funds are used for teacher or administrative salaries, reviewing the annual independent audit, and providing an annual report to the public at an open meeting of the Board of Education. The CVESD ICOC is a review and oversight committee, not a decision-making body.
Regular Meetings
The next regular meeting of the CVESD ICOC is scheduled in person at 6 p.m. on December 6, 2023. All meetings are held at our district office located at 84 East J Street in Chula Vista in Room C (unless otherwise specified).

Bylaws of the CVESD ICOC
On September 6, 2017, the Board of Education approved an amendment to Section 5.4 of the Bylaws pursuant to California Education Code Section 15282, allowing members to serve up to three consecutive two-year terms. Previously, members were only allowed to serve two terms. On January 23, 2019, the Board of Education approved an amendment to the By-Laws adding oversight of the Measure VV general obligation bond funds to the duties of the Proposition E ICOC and renaming the committee the CVESD ICOC.

Measure M
With 55.42% voter approval in the March 3, 2020, election, Measure M, a $300 million general obligation bond measure, will provide funds to improve student safety and campus security, repair schools, and upgrade classroom technology throughout the Chula Vista Elementary School District. Additional projects include a staff housing project and district-wide solar installation. Improvements and enhancements at district facilities will provide equitable resources for all students and staff.
Measure M Projects in progress:
The district Solar Project is complete. Solar panels have been installed at all 47 district school sites, the Education Services and Support Center, and Maxwell Transportation Yard, and all sites are generating electricity.
Measure VV
With nearly 67.75% voter approval in November 6, 2018, General Election, Measure VV will allow the district to renovate and modernize facilities, upgrade security and safety infrastructure, implement energy savings measures, and improve technology access within the district’s 46 schools, Education Services and Support Center, and Transportation Yard. Improvements and enhancements at District facilities will provide equitable resources for all students and staff. Measure VV was supported by groups such as the San Diego County Taxpayers Association, the Chula Vista Chamber of Commerce, and many individual parent leaders and community organizations.

Past Bond Measures
In November 1998, the district community passed a $95 million General Obligation Bond. This money was used to repair classrooms and leaky roofs; install fire safety improvements; replace outdated plumbing, heating, air-conditioning, and electrical systems; provide handicapped access, and acquire new classrooms and facilities to relieve overcrowding. The project was completed in August 2005. A total of 17 schools were modernized under this funding.
With nearly 69% voter approval in the November 6, 2012, general election, Proposition E (Prop E) allowed the district to improve the educational environment at our neediest campuses substantially. Prop E’s margin of victory represented the highest level of support for a general obligation bond on the ballot in San Diego County. Prop E created a School Facilities Improvement District (SFID) encompassing 31 of our then-44 schools. Prop E was supported by groups such as the San Diego County Taxpayers Association, the Chula Vista Chamber of Commerce, the San Diego County Democratic Party (South Region), and many individual parent leaders and community organizations. With the modernization of Sunnyside Elementary School during the summer of 2019, all Proposition E funds have been expended.
