Local Control and Accountability Plan
The Local Control Funding Formula (LCFF) includes a base, supplemental, and concentration grant. Part of the LCFF is the requirement for school districts to create a Local Control and Accountability Plan (LCAP) that lists goals, defines outcomes, details actions, and tracks expenditures to support positive student outcomes that address state and local priorities. The LCAP provides an opportunity for CVESD to share our story on how, what, and why programs and services are selected to meet our local needs.
Conversations about the LCAP evolve around resource allocation and fundamentally target students' classroom learning opportunities - particularly those of English Learners, low income, and foster youth.

How is a plan developed?
The district gathers input from with teachers, principals, administrators, other school personnel, local bargaining units of the school district, parent/guradians, and pupils in developing the LCAP (EC sections 52060(g) and 52066(g) respectively). This process may include several meetings with various educational partner groups, a survey open to the whole community, and targeted focus groups on specific topics of concern.

- Academics: Increase student achievement and equitable learning opportunities for all students through implementation of research-based strategies.
- Safe and Inclusive Environments: Create safe, inclusive environments where all students feel a sense of belonging and connection.
- English Learner: Increase English language proficiency, academic achievement and student engagement for all English Learners.
- Innovation: Ensure student access to meaningful, rigorous, and innovative learning opportunities that promote engagement and post-secondary success for all students.
- Educational Partner Engagement: Cultivate and increase engagement among educational partners to foster a sense of shared responsibility and accountability in supporting home-school connection and high-quality learning experiences for all students.
LCAP 3-Year Plan
- On May 22, 2024, the Board conducted a public hearing on the district’s LCAP to receive recommendations and comments from stakeholders regarding the specific actions and expenditures proposed to be included in the new LCAP for the 2024‑25 school year.
- On June 12, 2024, the Board of Education approved the LCAP for 2024-25.
