Belief Statement about Multilingual English Learners
We believe all Multilingual English Learners can acquire English, achieve high academic success, and be college and career ready. This is a shared responsibility of all educators. All levels of the schooling system have a role to play in ensuring the access and achievement of our Multilingual English Learners. To carry out this mission, we emphasize the following principles:

Department Mission
The district's Shared Vision and Values are the foundation for our mission to offer quality language programs to ensure opportunities to develop multiliteracy for all students.
- Monitoring system to ensure the required progress in English proficiency and mastery of grade level standards is attained by all English Learners.
- Broad commitment and leadership devoted to language acquisition and multiliteracy by all staff.
- Unity of purpose in site implementation of programs for language acquisition and development.
- Sufficient resources for quality curriculum, leadership, staffing, and professional growth needs.
- A district-wide data collection system to ensure quality education for all second language learners.

New English Language Development Standards were adopted on November 7, 2012, by the State Board of Education. ELD standards help guide curriculum, instruction, and assessment for English learners who are developing the English language skills needed to engage successfully with state subject matter standards for college and career readiness.

Multilingual English Learner Master Plan
Our Multilingual English Learner Master Plan is aligned with the California English Learner Roadmap and was developed in collaboration with teachers, administrators, staff, and parents. The Master Plan is a framework and guide for the implementation of services and support for our Multilingual English Learners.
English Learner (EL) Roadmap
The English Learner Roadmap was developed in collaboration with a group of district administrators and teachers with a presentation at the DAC/DELAC general meeting. The plan provides the following components:
- Initial identification
- Instructional programs and services
- Reclassification
- Staffing authorization
- Professional development
- Accountability and evaluation
- Parent advisory committees
- Funding
