Family Engagement

The Budget Advisory Committee (BAC) is comprised of a parent representative from each school site as well as district finance personnel. The BAC meets regularly throughout the school year in an open forum to review the current annual district budget, interim district budget reports, the governor’s initial state budget for the following school year, the May revision to the governor’s initial state budget, and the district’s proposed budget for the following school year. Topics of conversation may also include current legislation and its impact on the district budget. Members are recruited by school sites beginning in August, and the first BAC meeting generally takes place in October. The BAC does not meet in December. BAC members report the current budget information to the School Site Council. Please contact your school principal if you are interested in serving as your school site representative on the district BAC.

The Chula Vista Community Collaborative (CVCC) has a monthly Collaborative Partners Meeting that meets the second Tuesday of each month (except July) from 9 - 11 a.m. at the South Bay Pioneers located at 270 C Street in Chula Vista. The CVCC monthly meeting offers resources, agency/informational presentations, time for networking, and a resource table for literature/handouts.

The Advisory Council for Compensatory Education (DAC) is a district-level committee comprised of parents, staff, and community leaders who advise the Board of Education and district staff on behalf of Title I compensatory education program participants. Title I is a federally funded program that addresses the academic needs of underperforming students. Each school site annually elects one parent representative and a parent alternate to vote if the representative is absent. DAC provides communication, information, and training for School Site Councils. There are 25 schools with schoolwide Title I programs in the district.

The Wellness Committee welcomes participation from parents, students, community organizations, school board members, and school and district staff from child nutrition, physical education, school health, student services, and school administration. The Chula Vista Elementary School District (CVESD) is proud to announce the launch of its new Parent Ambassador Program, a district-wide initiative designed to strengthen the home-school connection and support high-quality learning experiences for all students. The program is part of Goal 5 of the district’s Local Control and Accountability Plan (LCAP) to foster shared responsibility and accountability between families and schools. 

The State Preschool has a Parent Advisory Council. This committee is involved in planning, developing, and evaluating the educational program for preschool students. Parents/guardians who want to participate in this committee can contact their child's teacher or the preschool office at (619) 425-2362. All parents/guardians are welcome to attend meetings.

DELAC comprises representatives from each school's English Learner Advisory Committee (ELAC), a school-based committee required if there are more than 21 English Learners at that school. The Committee's role is to advise the district on programs and services for English Learner students. For more information, contact your school principal or ELAC chair.

Family members and community members are encouraged to participate in schools to serve on the School Site Council, District Advisory Council, district and site level English Learner Advisory Committees, and to assist in classrooms, library, or school office. All volunteers working with students regularly (more than two days per month) are required to file current results of tuberculosis (TB) testing and undergo fingerprinting. Check with your school about the location and dates of free TB skin test clinics. TB test results are kept on file at the school site. Volunteers shall fulfill the TB testing and loyalty oath qualifications (Education Code 45347 and 45349). California Education Code also requires volunteers to affirm that they are not registered sex offenders per Penal Code §290.

The School Site Council (SSC) and Single Plan for Student Achievement (SPSA) are comprised of parents, community members, teachers, the principal, and other school personnel. This Council develops, implements, and continually monitors and evaluates the Single Plan for Student Achievement, a documented plan of action to raise students' academic performance and improve the school's education program. The SSC is directly involved with staff development planning. The principal can provide information about your School Site Council and Single Plan for Student Achievement.

The School Safety and Security Committee is a working group of diverse individuals who serve the school's members by helping create and maintain a safe and secure school climate and culture for staff and students. If you want to serve on this committee, please contact your school's principal for details.

Parent Teacher Associations and parent organizations are active at schools across the district. These groups work to help enhance the education of students. Booster Clubs are adult organizations that parents form to support a particular educational program at a school. Contact the school office to get involved in your child's PTA (or PTO, as it is called at some schools).

Schools, PTAs, Parent Clubs, and Booster Clubs may have fundraising activities to provide money for additional field trips, equipment, or other school needs. Participation in fundraising activities and donating to them is strictly voluntary. Students shall not be made to feel uncomfortable about providing funds, goods, or services. Students shall not be excluded from an activity for not participating in fundraising/solicitations.

Charter Schools have their own governance structures that provide opportunities for parents to participate in policy making at the local school site level.
