ICOC Current G.O. Bond Measures

Measure AA

Measure AA passed with 61% of voter approval on November 5, 2024. Measure AA, a general obligation (GO) bond measure, will authorize $360 million to make critical renovations to schools and classrooms throughout the Chula Vista Elementary School District. Projects covered in Measure AA include:

  • Expanding Science, Technology, Engineering, Arts, and Mathematics (STEAM) classrooms and labs.
  • Installing security systems, fencing, electronic locks, and controlled-entry systems.
  • Expanding classrooms and facilities for Special Education and Counseling services.
  • Renovating playgrounds and play structures to improve safety.
  • Creating greater accessibility to classrooms, restrooms, walkways, and playgrounds in compliance with the Americans with Disabilities Act (ADA).
  • Attracting and retaining teachers and staff by developing teacher-staff rental housing.
  • Renovating, repairing, and expanding classrooms and facilities.
  • Replacing leaky roofs and plumbing.
  • Upgrading aging wiring and electrical systems.
  • Updating emergency communication and fire alarm systems.
  • Updating inefficient heating, ventilation, and air-conditioning systems.

Measure M

With 55.42% of voter approval in the March 3, 2020, election, Measure M, a $300 million general obligation bond measure, will provide funds to improve student safety and campus security, repair schools, and upgrade classroom technology throughout the Chula Vista Elementary School District. Additional projects include a staff housing project and district-wide solar installation. Improvements and enhancements at district facilities will provide equitable resources for all students and staff.

Measure M - Projects Progress:

  • The district Solar Project is complete. Solar panels have been installed at all 47 district school sites, the Education Services and Support Center, and Maxwell Transportation Yard, and all sites are generating electricity. 
  • At the December 17, 2025, Board of Education Meeting, the Board approved the Valle Lindo Elementary School Modernization projects that will be funded through Measure M Funds.  

Measure VV

With nearly 67.75% voter approval in the November 6, 2018, General Election, Measure VV will allow the district to renovate and modernize facilities, upgrade security and safety infrastructure, implement energy savings measures, and improve technology access within the district’s 46 schools, Education Services and Support Center, and Transportation Yard. Improvements and enhancements at District facilities will provide equitable resources for all students and staff. Measure VV was supported by groups such as the San Diego County Taxpayers Association, the Chula Vista Chamber of Commerce, and many individual parent leaders and community organizations.

Measure VV - Projects Progress:

  • Mae L. Feaster Charter School (Francisco Velasco, Executive Director) - Modernized in Summer 2020.
