On November 16, 2004, the Board of Education of the Chula Vista Elementary School District adopted the English Learner (EL) Master Plan. 

 

The Plan was developed in collaboration with a group of District administrators and teachers with presentation at parent forums throughout the District.  The plan provides the following components:

 

• Initial identification
• Placement of students
• Program options and parental exception waivers
• Instructional programs
• Reclassification
• Staffing authorization
• Professional development
• Accountability and evaluation
• Parent Advisory committees
• Funding

 

The Plan serves as a vehicle to address the continuously changing needs of students and as a guide for program implementation, improvement, and decision making. 

 

The Plan was distributed to school sites in the spring 2005 for its implementation.  Its components for site administrators were reviewed in August of 2005.
