Priority Criteria for Student Placement


Students who live in a neighborhood school's attendance area receive priority to attend their neighborhood school.
  • Zone Transfer applications are processed according to the date of application.
  • Every effort is made to maintain continuity of the instructional program.
After children within each school’s attendance area have been accommodated, remaining transfer requests will be honored according to the following criteria for student placement until a given school has reached its enrollment capacity: 
  1. CVESD students who meet stated criteria for placement in a program for which there is a prerequisite.
  2. CVESD students whose residence is outside the school's attendance area but who currently attend the school because of a previously approved assignment or zone transfer.  These are "renewal" transfers.
  3. CVESD students who are siblings of students currently in attendance on the basis of provision "B" above, and are eligible under program criteria.
  4. Other CVESD students requesting zone transfers.
  5. Non-CVESD students requesting interdistrict transfers. (Note: Capacity is determined on a Districtwide basis. Continuous growth is impacting space in selected schools.)
Due to continued growth in Chula Vista, NO new transfers will be approved for eastern schools effective immediately.


Other Criteria For Student Placement


Assignments are made to requested schools on a projected space-available basis before the start of the school year, and until the next to last space in each class is reached after school has begun. At that point, names of applicants residing within CVESD will be placed on waiting lists for space availability in programs for which they are eligible. Placement may be activated until the end of the first semester. New transfer applications must be initiated at the neighborhood school by a child's parent/guardian using the District's Zone Transfer form, and must be delivered to the neighborhood school. All renewal zone transfer requests shall be initiated at the school of choice the child currently attends. New and renewal interdistrict transfer requests shall be initiated at the district office of the school district in which the student lives.

Children whose parents/guardians have not initiated a zone transfer request between March 5 - April 30, 2014 may be initially assigned to the neighborhood school. Transfer requests received after the April 30 deadline for zone transfers can be held at the District office ten days after the start of the school of choice. At that time, they will be processed and considered according to space availability. Students who move into an attendance area after April 30 will be initially assigned to the neighborhood school unless there is room in a requested school of choice.

Parents/guardians with multiple children seeking placement in one school may complete one application showing the names of ALL children from the same family requesting placement in the school of choice indicated on the application.

Zone Transfers are granted one school year at a time.

Parents/guardians of students requesting to return to schools of choice must reapply for transfer each year.


Verification of Attendance

Official verification of a current or former student's attendance in the Chula Vista Elementary School District may be obtained from the Student Placement office, located at the Education Services and Support Center, 84 East J St, Chula Vista, CA  91910.

Parents, or former students 18 years of age or older, must provide the student's birth certificate and the requesting adult's photo identification, along with a completed Request for Verification of Pupil Attendance form, located here.  Additional information may be required, depending on the purpose of the request.
